All Cotton Tale patterns are made using the finest quality materials and are uniquely designed to create an elegant and sophisticated nursery.  Lagoons balloon valance is of beautiful turquoise with tulle overlay.  Valance can be stuffed for balloon effect or left straight.  Valance measures 40" x 17" inches and ties to the rod with 5 ties.
